CHIFF Is Dead: A Post-Mortem

The Children in Families First (CHIFF) bill emerged in autumn 2013, during the 113th session of the US Congress. Its supporters and sponsors surely saw its chances for success as a no-brainer: Who doesn’t agree that all children deserve families, and especially children in impoverished nations?

The Little Engine That Could unfortunately began wheezing and sputtering in the spring of 2014, and by summer 2014 was ominously quiet. The CHIFF website stopped posting News in June. Their Twitter feed stopped chirping in July. No action was taken on CHIFF by the US Congress, so CHIFF died when the 113th session ended in December 2014.

Thousands of hours must have been devoted to this bill by dozens of staff people, such as those on CHIFF’s Executive Committee, including the Congressional  Coalition on Adoption Institute, Both Ends Burning, the Joint Council on International Children’s Services, and the National Council on Adoption.

In the world of adoption, those are some heavy hitters. What happened?

CHIFF proponents underestimated their opposition. It’s a brave new world in adoption policy these days, comprised of advocates who span a vocal, volatile spectrum.  The spectrum ranges from those who are vehemently anti-adoption to those who support adoption but not the way it’s being done now. The days of adoptive parents and adoption agencies leading the way are gone. Adult adopted persons are increasingly well-organized and, well, loud. Some are politically active. Some are wizards of social media. Some are telling their stories in public, compelling, and evocative ways.

CHIFF advocates failed to include a place for them at the table.

CHIFF proponents also hammered away publicly at the US State Department for various reasons, alienating them or at least, it seems to me, ensuring State’s lack of support for CHIFF. CHIFF also failed to garner the support of established, successful family preservation organizations around the world. Thus, the CHIFF proponents’ claims of working to preserve and reunite families–a big goal for many of us–lacked credibility.

A July Congressional hearing on Africa’s orphans was a chance for CHIFF proponents to insist that an adult adoptee (orphaned as a child) speak. They could have provided testimony from African birth parents on how to help with the orphan crisis. They did not do these things. Those of us on a grassroots level who criticized CHIFF were often dismissed as angry and bitter, as not caring about children, as not wanting to help orphans, and as not truly understanding what CHIFF wanted to do. That dismissal fundamentally led to the demise of CHIFF. CHIFF’s opponents–speaking for myself–do care about children, do want to help orphans, and did understand CHIFF. And many of us spoke out. Maybe we weren’t holding meetings on Capitol Hill, or spending organizational money and time to lobby Congress. Nonetheless, the insulated nature of CHIFF’s proponents plus the failure to include adopted adults and first/birth parents–and hence their concerns and realities–are enormous reasons as to why CHIFF is now dead.

CHIFF, when examined closely (beyond the photos and rhetoric), failed to meet current needs in adoption policy. These were CHIFF’s goals:

“CHIFF calls for the redirection of a modest portion of the $2 billion the United States currently spends on children living abroad toward ensuring that all children grow up in a family. What’s more, it calls for programs funded with US tax dollars to focus on reducing the number of children living without families and increasing the capacity of other governments to better protect their own children…CHIFF would streamline, simplify and consolidate responsibility for all processing of intercountry adoption cases.”

These may well seem reasonable if complicated goals, at least at first blush. But here are current, glaring needs that CHIFF did not include:

* Federal legislation to correct a grievous flaw in citizenship for adoptees. Read more here.

* Federal legislation on “re-homing” of internationally adopted children. Read more here.

* Much needed funding for improved pre-adoption and post-adoption resources, to prevent re-homing, to strengthen families, and to protect children.

* Equitable pre- and post-placement resources, counseling, and information for international first parents. All too often these families receive no support after placement. That is unconscionable.

* Emphasis on family reunification and family preservation. Yes, this was an ostensible part of CHIFF. The fact that the overwhelming percentage of endorsing organizations were adoption agencies undermined that claim.

So much money, time, and energy went into lobbying for CHIFF. Certainly the federal indictment and recent guilty pleas by international adoption agency staff for fraud and bribery didn’t help.

Where do we go from here?

There are rumblings in the adoption community–not just on Capitol Hill or in lobbyists’ offices–about pragmatic, meaningful ways to meet current needs in adoption.

We won’t see anything quite like CHIFF again. We will see ideas and collaborations that acknowledge the realities of adoption and of adopted persons, that are unafraid to address the huge gaps in services to birth and adoptive families, and that are inclusive and open to the voices of all those affected by adoption.

So Much More Than Just A Shirt

Recently, a Facebook post about a tee shirt to be used as a fundraiser provoked a batch of comments. The original poster, having up front requested no negative comments, essentially ignored the pushback. Ultimately, she deleted the post entirely.

The tee shirt called into question had a heart drawn on it, the word “Adopt” followed by the name of a country that places children for adoption internationally, and this quote: “Love Makes a Family–Changes A Life.” Seems like a nice quote, doesn’t it? It’s a great example of something that actually has a far greater impact than it might seem at first blush.

One excellent perspective about the shirt is on the blog Ethioamericandaughter. The writer, Aselefech Evans, is my daughter. As an adult Ethiopian adoptee, her insights are valuable.

Several adoptive parents responded to the original tee shirt post on Facebook. They thought the quote was dismissive of first/birth families and their pain. Others thought it reeked of white privilege, of white savior complex.

When is a tee shirt not just a tee shirt? Does it become more than just a shirt when the message is seen by others as an example of white privilege? Or when it’s called hurtful, disrespectful, offensive by some of the person’s peers, in this case adoptive parents?

Are the tee shirt and message okay when it’s a fundraiser for a family who’s adopting, or for good works in an impoverished country? Does the end simply justify the means, and are the critics just being too damn sensitive? The sentiment of one comment was “If you don’t like it, don’t purchase it.”

Is everything justified if the original poster’s adopted children are okay with it? Does it matter if the children are all minors?

There are good reasons why children can’t give informed consent. And do children truly understand the far-reaching implications of the Internet?

So many questions.

There was a similar brouhaha during National Adoption Month over a tee shirt also used as a fundraiser, part of online sales for adopttogether.org. I wrote about it on my blog lightofdaystories.com: ” ‘Crowd Funded’ Children: The Disturbing Products of World Adoption Day.”  Many people, including adult adoptees, also wrote about it, and the offending tee shirt disappeared from the sales site, which has, I think, closed down.

Part of the dilemma about all this is the linkage of the message with the money: the fundraising that is rampant in the world of adoption, the implicit notion that children are paid for, the exorbitant costs involved in international adoption, and the available multi-billion adoption tax credit, which many parents receive after all the fundraising. We are at best naive if we overlook these connections, and at worst complicit in a system that involves enormous amounts of money and an astonishing imbalance: US (and western European, Canadian, and Australian) adoption agencies and adoptive parents with huge economic power over indigent, impoverished countries and first/birth families.

Another reality is the linkage of child adoption with pet adoption. Many people who are deep within the adoption constellation (first/birth parents, adoptive parents, adopted persons) cringe at this, but outside that sphere, it’s a common thought. Some 30 years ago, when we were beginning the adoption process, I was telling an acquaintance about all the options and possibilities. He responded, “Wow, kind of like going to the pound and choosing the puppy that’s right for you.”

Wow. No.

That is, however, not an uncommon view. Take a look at this display of tee shirts for example, that places “Rescue Cats Rule!” next to “Seoul Sister” and “Peace Love Rescue Pet Adoption” next to “Love Knows No Borders–Africa” shirts.

Am I over-sensitive to my children being compared to pets? No, I am not.

And hey: my adopted children–who are now thoughtful, independent, insightful adults, not cute little kids–aren’t okay with it either.

Words matter. Children matter. Lives matter. If we are ever going to have ethical, transparent adoption policies, we have to pay attention even to the little things. Like tee shirts.

 

 

 

 

 

“You Are Like The Whitest Black Person I Know!”

As the white adoptive mother of 4 transracially adopted children, I know so much more now about race and racism than I did some 30 years ago, when we started down the path of building a family through adoption. “Blinding ignorance does mislead us. O! Wretched mortals, open your eyes!,” wrote Leonardo da Vinci some 400 years ago. Living with and loving my children deeply, my eyes have been opened. Now young adults in their 20’s, they were raised in a diverse, predominately black Maryland county by a white mom and dad, were surrounded by various role models, and have lived with racist micro aggressions, as well as with overt, systemic racism. I live with white privilege. We all get up in the morning and go to work or school, do laundry, hang out with friends, travel, and buy groceries. And the world often (always?) sees us, and we see ourselves, through very different lenses, because of the color of our skin.

I continue to learn so much.

I am old enough to be Angela’s mom, and I can identify with some parts of her and her family’s journey of search and reunion. Angela and her husband Bryan Tucker, who filmed the documentary, have appeared at many screenings across the country and have been featured in many conferences. Closure is not their full-time work, though Angela has been a sought-after and insightful speaker at many venues. She is also a talented writer. Her blog The Adopted Life has provided much food for thought.

Her most recent post is eye-opening, and should be required reading for transracial adoptive parents–really, for anyone. Angela’s experience and her thoughts speak powerfully to the state of race relations in the US, maybe around the world–the fragility, the intensity, the confusion, the reality.

 “You’re The Whitest Black Person I Know!”

I recently led an audience consisting primarily of Caucasian folks through an exercise where we identified common racial micro-aggressions. We discussed what behaviors, language cues, social skills etc. hobbies etc. constitute receiving the label of an ethnicity as an adjective. Upon finishing the session I was greeted by an attendee who gushed; “I just love how you break down tough, controversial current topics on race relations. I was really challenged by your words, and was surprised by how comfortable I felt around you. You are like the Whitest Black person I know!”

I won’t spend time delving into the personhood and personality traits of the person behind these specific comments, because this is not a singular incident. I hear this sort of sentiment quite frequently, and after having conversations with others, I know that I am not alone. It is worth noting that the great majority of folks who have made statements like this are the type of “good white people” Brit Bennett describes in her article. I shall also frame this blog post around the truism which is that we all emit unconscious stereotypes via microagressive comments, and the great majority of us are certainly not seeking to offend others.

However, even when microagressions don’t consciously seek to offend, they still hold weight and have far reaching implications for those on the receiving end. The various ways I’ve been tagged as the Whitest Black Person has left an impression on me. For example, during my high school years, the comments actually prompted feelings of pride and relative success – I felt it to be a compliment to fit in with my predominantly Caucasian peers. During early college, comments alluding to my “articulate nature” encouraged a feeling of positivity around perceived academic success. Within the work force being told that I made my clients feel “surprisingly at ease” resulted in feelings of self-adulation as I took it to mean that my work ethic and professionalism was noted. A black friend with whom I’ve recently conversed about this very topic concurred in stating that some micro-aggressions made him feel a similar sense of haughtiness, even conceit as well.

I generally give people the benefit of the doubt and offer an understanding affirmation of their well-intended comments, rather than to address the qualms in suggesting a betrayal of my own culture. During times where I have felt clear headed and rational enough to push back (thus effectively speaking out against the effects of marginalization), I’ve found that there is no inverse. That when folks state that I am the Whitest Black person they know, that this does not also mean that they have interacted with someone and deemed them the “Blackest White person” ever. This discrepancy (and others) leave me wildly curious. I wonder which aspects, in addition to the obvious implicit racial biases, are at play during these moments.

My incessantly curious brain can’t help but to wonder about the antithesis of these statements. If I’m “surprisingly safe” and “put people at ease” then what wouldn’t be surprising? If others are shocked that they are able to have difficult conversations about race, this automatically implies that other black, young adult, female, transracial adoptees have shut them down in the past? Similarly if acting more professional equals acting White, wouldn’t that suggest that Whites are the status quo and the basis for which we measure white-collar jobs (no pun intended)? It seems that this could explain the sense of pride and conceit that I sometimes feel after receiving a comment like this. It makes sense to me that any compliment favoring the status quo may be initially perceived as a positive trait.

Inserting other ethnicities as adjectives have also helped me to put the pejorative sentence in to perspective. I’ve asked myself if a comment such as; “You’re the Asianist Latino I Know!” would be met with a rational understanding, or a sense of positive self regard? It’s unlikely. Most would feel a knee-jerk reaction to the overtly racist and offensive nature of the comment. Why then wouldn’t being the “Whitest Black Person” around come with the automatic visceral reaction of disgust?

Can I posit the idea that no one is born the stereotyped adjective that currently personifies their race? People are born with a certain amount of the melanin chemical that colors our skin, but we have learned how to act like our specific race within the social confines of the region in which we live. Herein lies the racial training that must occur for Whites raising Blacks, and vice versa. For transracial adoptees, learning with which adjective that we will align is a lifelong and formative process.

To some, I may be the Whitest Black person they know, but I know that having Black skin cannot equate to that specific person’s definition of what it means to act Black or White.

Moving From TV Shows to Legislative Reforms in International Adoption

TV shows and media reports often create a big emotional response with calls to action. The recent Dan Rather show “Unwanted in America” is no exception. Since the show aired on December 2, there have been 3 Gofundme sites, dozens of Facebook posts, a Facebook page “Unwanted in America,” a big meeting at the Ethiopian Community Center in Seattle, and no doubt many other events. I wrote yesterday about the Convergence of Concern Around Seattle Adoptees. Per that post, Julie and Rich Hehn, the adoptive parents of the Seattle adoptees featured on the show, declined to comment regarding “Unwanted,” so their views are not available.

Beyond efforts to help the young people featured in the show, there has also been much outcry to reform international adoption policies. This interest is not new in itself. In recent years, there has been a huge demand for change, from many different quarters: adult adoptees, Congress, adoptive parents, governments around the world, adoption agencies, family preservation groups, first/original parents, and concerned advocates. The outcry has reached a critical mass as everyone shares many of the same concerns, but sees solutions very differently. The Children in Families First act (CHIFF) is just one example of legislation that sounded good but fell far short, for many reasons.

“Unwanted” is the latest media event to use the stories of various adoptees to shed light on several troubling occurrences in adoptive families. I will describe 4 practices here. All are happening with increasing frequency.

One is a practice called re-homing, where adopted children are moved from one family to another without a full legal and transparent process. A Reuters series detailed the problems with re-homing, and many state and federal legislators have begun looking at possible legislation.

It’s deeply troubling that a child could be transferred via a Yahoo group to strangers, with maybe a notarized letter about power of attorney. What sort of help did the adoptive parents seek and receive, before letting their children go? What legal protections does the child have in these circumstances?

Some states have already taken action. Louisiana and Wisconsin have passed laws already. Rhode Island, Ohio, Colorado, Florida, and other states are moving in that direction. The federal government has held at least one hearing on re-homing, and more will be happening next year. This is all good news. That said, any actions in response to re-homing will, I hope, insist on increased resources and services for struggling families and children.

Another area of concern to many involved in adoption is that far too many internationally adopted children are being re-placed into new adoptive homes. This process may be arranged by an adoption agency or through lawyers, and is essentially the same as the first adoption: the (first adoptive) parents’ legal rights are terminated, and new parents become the (second set of) legal parents. On the Dan Rather show, author Joyce Maynard spoke extensively about her decision to dissolve her adoption of two Ethiopian girls who now live with a new family. I have written about internationally adopted children who are now available for adoption through our US foster care system.

While this has legal transparency and protections, there is great concern about why these second adoptions are needed. Was there insufficient preparation of the first adoptive parents? Was information about the child incomplete or inaccurate? Were there resources provided to help the child and the parents? What is the responsibility of the adoption agencies?

A specific concern raised by the Dan Rather show was the size of the adoptive family. of which 3 children are homeless now. Seattle-area’s Julie and Rich Hehn have 25-30 children, depending on what news article you read. Most of the adopted children (20?) were from Ethiopia. Some of the children had/have special needs. Some were placed with the Hehns after having been adopted and then given up by other families.

Regardless of those realities, I don’t know anyone whose jaw hasn’t dropped in response to the number of children adopted. Common reactions I’ve heard are these: How were the Hehns able to adopt 20+ children? How does that fit with best practices of child welfare? Is that a family, or a group home? Children with defined special needs, with serious medical and/or developmental issues, and with histories of loss and trauma absolutely need families. These children might also especially need more individual parental time and attention, and lots of it. In terms of adoption practice, placements of 20+ children require many resources and supports to be successful.

Large families have of course always existed, and many thrive. A big family can be a positive situation for children who have spent time in an orphanage, used to the rigors and camaraderie of being surrounded by others. Still, one hopes that any family taking in dozens of children is adequately prepared and supported in raising adopted children.

A note: many people have wondered why adoption agencies don’t follow up with families after the placement. Here’s the reason: once the adoption is finalized, the adopted child is the family’s child just like any other child. The family has every right to ignore an agency’s inquiries after the child is legally with the family. Some families want nothing to do with the adoption agency after the placement. Some call on the agency for help and support. This is why pre-adoption preparation is so vital, so that families can anticipate challenges and feel comfortable in seeking help. 

A fourth area of concern is adopted children who are thrown out of their adoptive families, and who sometimes end up homeless. That has been the case for at least 3 of the children adopted by the Hehns, according to the Dan Rather show. Among other heartbreaking parts of the show was the information about how many adoptees are at a homeless shelter in Minnesota. I have no doubts that additional research will show that this is true at other homeless shelters as well.

And, yes, I know that homeless shelters are filled with people from biological families. But there has been a definite uptick in adoptees being displaced from their families as minors or as legal adults. We need to understand why this is happening.

In response to some horrific cases of abuse and worse of foster and adopted children, in 2012 Washington state produced a powerful report with many excellent suggestions for reforms in adoption practice. Regrettably the state legislature has not yet approved the needed recommendations, but advocates are hopeful that there may be progress next year. Other states and the federal government are considering legislative improvements as well.

Bottom line: Let’s watch the TV shows and read the articles about tragedies happening in adoptive families. Then let’s put far greater energy, attention, and funding to pre-adoption screening and services for prospective families, to being open to the experiences and insights of adult adoptees, to including first/original parents in adoption policy discussions, and to providing viable, effective post-adoption resources.

 

 

 

 

 

 

 

 

Ethiopian Adoptions: An Eye-Opening, Jaw-Dropping Investigative Report

E.J. Graff has written a far-reaching, detailed, urgent investigative report on Ethiopian adoptions: “They Steal Babies, Don’t They?”

Many people, including me, have been extremely concerned about the role of fraud and corruption in adoptions in Ethiopia. For far too long, according to Graff, “orphans were ‘produced’ by unscrupulous middlemen who would persuade desperately poor, uneducated, often illiterate villagers whose culture had no concept of permanently severing biological ties to send their children away.” It is heartbreaking–for the children, for the Ethiopian parents, and for the adoptive parents.

This report is an “exclusive investigation of internal US State Department documents.” These adoption-related cables, emails, and other written material were requested under the Freedom of Information Act (FOIA).

There is also “an alphabetized index of every U.S. adoption agency and Ethiopian orphanage that we found mentioned in these hundreds of pages. Each item…below the name of the agency or orphanage is a link to the FOIA-ed documents posted on our site. We realize that these are raw documents, out of context, and give only partial impressions of what some Embassy staff members were thinking at particular moments. To offer a fuller picture of what was happening, we asked every U.S adoption agency named in these documents whether they would like to submit a response that might clarify, correct, or comment on anything mentioned regarding their agency.” The agencies’ responses are available here.

Graff is ultimately optimistic about the future of Ethiopian adoptions, as a result of the Hague Convention on Intercountry Adoption, Uniform Accreditation Act which took effect in July 2014 as well as the Pre-Adoption Immigration Review (PAIR). We all want children who need safe, loving families to have them. If that happens through adoption, we all want the adoptions to be transparent and ethical–nothing short of complete integrity.

As the adoptive parent of twin daughters adopted from Ethiopia in 1994, and as a mother who met my daughters’ Ethiopian family in 2008, I know firsthand the role of inequity, economics, and heartache that adoptions can have. I also know the love and joy surrounding all of us, as we have been able to meet, talk, and learn. I am hopeful that many people–especially adoption agencies, government officials, prospective parents, adoptive parents, and Ethiopian adoptees around the globe–will read this. I am less confident that Ethiopian birth parents, marginalized and too often voiceless, will have their questions answered and their fears resolved, but that is their right, and only fair. And fairness is long overdue.

I applaud all those involved in adoption, in Ethiopia and around the world, who are genuinely committed to ensuring an ethical process that protects the rights of children and families.

“Crowd Funded” Children: The Disturbing Products of World Adoption Day

Hollywood pastor Hank Frontener and others designated yesterday as “World Adoption Day.” Frontener, according to the World Adoption Day website, is the force behind AdoptTogether.org, the first crowdfunding site for adoption costs. It all sounds good, right? Look closer.

Crowdfunding is the practice of raising money by asking for contributions from lots of people–friends, family, strangers–over the Internet.

Private US infant adoptions (through an agency or attorney) and international adoptions can easily cost $35,000 or more. US foster care adoptions cost very little, so the AdoptTogether crowdfunding has nothing to do with those children.

Why is crowdfunding for adoption controversial?

For one reason, crowdfunding for adoption has the feel of raising money for charity. Adoption should not be seen as an act of charity, or of rescue, or of saving. That approach objectifies the adoptee as a “charity case,” as someone who should be grateful and pitied. That’s not a healthy way to build a family, and it’s an unfair burden for the adopted child (who grows up).

A related reason can be the association of payment for a child–not for the expenses involved in processing an adoption, but for the child. I’m sure I’m not the only adoptive parent who’s been asked “How much did they cost?” It’s demeaning and crass, and smiling while saying it doesn’t make it less repugnant. It’s particularly wrong in reference to an African or African-American child.

Another reason for controversy is that crowdfunding is an astonishing reminder of the economic imbalance between those who are adopting, and those whose children are being adopted. The families featured on the AdoptTogether page are looking to raise between $20,000 and $60,000. The children are from Africa (three from Uganda, one from an unnamed African country), from China, and from the US (an African-American girl).

People who adopt generally have a lot more money than the people who are placing their children. It’s safe to say that the US families adopting have much more cash flow than the Ugandan families, for example. The inequity is enormous. Poverty should not be a reason for a mother of father to lose their child forever, yet it happens again and again.

Imagine, for example, what $60,000 could mean to Simon, the Ugandan father of the twins featured on the AdoptTogether page, and written about in the adoptive mother’s blog (September 27 post, “the grand finale”). The twins also have older siblings in Uganda with whom they will not grow up.

The fact that I know that the name and have seen the photo of the Ugandan twins’ father is another example of why crowdfunding for adoption is so controversial: it often involves an unfettered sharing of extremely personal information. You and I now know more about these little children than they do at this point, and it’s all on the Internet forever, without their permission.

Another reason for controversy is that crowdfunding allows parents to pay for their adoptions completely, and then to receive the adoption tax credit.  In an article written by the CEO of the adoption agency Bethany Christian Services, Pastor Hank Frontener explained why he established AdoptTogether: “…many adoptions are out-of-this-world expensive – $35,000 on average for an international adoption. But…if we could crowdfund, and give people a way to be a part of an adoption financially and have a tax benefit to boot, we’d have something special.”

Indeed. The generous adoption tax credit allow families to recoup their adoption-related expenses for item such as travel, hotels, lawyers’ fees, and so on. The US government has given out $7 billion (yes, billion) in tax credits (not deductions), primarily for private and international adoptions, to adoptive parents. Read more here.

Pastor Frontener and others promoting yesterday’s first World Adoption Day invited “everyone worldwide to post a photo of themselves, their family and their friends with the hands up smiley face with the hashtag #WorldAdoptionDay.” Many did so. Others posted that hashtag along with #flipthescript, a successful, important effort led by the Lost Daughters to have the voices of adoptees included in the long-standing chorus of adoptive parents during November’s National Adoption Month. I tweeted yesterday about #WorldAdoptionDay along with #flipthescript. One of my tweets included a photo from the World Adoption Day store: their “Crowdfunded” tee-shirt.

That photo, that “Crowdfunded” slogan on an ostensibly adopted child, generated quite a response, mostly of anger and frustration, and the tweets flew quickly.

I don’t know if it was removed because of pressure placed on the World Adoption Day site, or if all the shirts were sold out. I appreciate the fact that the item is gone, in any case. It’s an example of commodifying a child, suggesting that there’s something cute about soliciting money from strangers to provide a child with a family.

Unfortunately, the World Adoption Day folks also thought it was cute to sell tee shirts that say “Love Child.” Sigh. Yes, maybe on some odd scale it’s less offensive than saying a child is crowdfunded. Still. “Love Child” has a different connotation than “Beloved Child,” for example, which is not one of the World Adoption Day tee shirts. Clearly “Love Child” as a product on the World Adoption Day site was considered a clever reference to the euphemism for an illegitimate child or bastard. But why should an adopted child bear the burden of reframing the definition of love child?

World Adoption Day’s main focus was to have people post photos with smiley faces on their hands, and to publicize a crowdfunding platform. Its focus was not to promote awareness of the commingling of love and grief in adoption, or to promote family preservation, or to insist that the voices of adult adoptees and first/birth parents be heard. It did not question the high costs charged by adoption agencies, nor promote the need for adoption from US foster care, for which adoption expenses generally do not need to be crowdfunded.

Let’s not crowdfund children either.

 

 

 

 

 

National Adoption Month and Awareness: Flip the Script

National Adoption Month begins today, an idea that seems straightforward until you start talking with people about it. Whose stories are heard this month? Whose interests are represented? It’s time to #FliptheScript, and hand over the microphone to new voices.

The North American Council on Adoptable Children (NACAC) says that, in 1990, they began raising awareness of what had been Adoption Week (the week of Thanksgiving) and   started promoting November as National Adoption Awareness Month. The original purpose was to increase awareness about the need for adoptive families for children in US foster care.

National Adoption Awareness Month in the past has been touted almost exclusively by public and private adoption agencies and adoptive parents. Like the adoption tax credit, the original focus on children in US foster care has expanded to promote adoption of children around the globe.

If we are going to do adoption right, we have to take a hard look at it. We need to listen carefully to those who have a wide range of experiences as a result of adoption: the wonderful, the good, the difficult, the traumatic. Adoption is not a Hallmark greeting card or sweet interracial family photo. It’s time to flip that script. The stories and pictures are complex, and that’s okay.

Awareness is key. We need to move toward increased awareness of adoption and of family preservation/reunification. Those are big, complicated, potentially rewarding undertakings. Let’s look beyond cute pictures and platitudes.

Let’s listen to the voices that we can truly learn from: adopted adults. Let’s move the microphone, held in the past and present by adoption agencies and adoptive parents, and hand it to them.

Take a look today on Twitter for #FliptheScript. Listen to the voices of adoptees who love their adoptive families deeply, and who have struggled nonetheless. Listen to those who had horrible, fraudulent experiences, and who have survived.

Listen to those who have been denied the most basic human right–to know who they are–because they are denied the right to access their own original birth certificates.

Look at who is talking about National Adoption Awareness Month. Sure, listen to the agencies and parents. Then give deeply to listening to those who have truly lived what it means to be adopted.

Removed From the Barbours, The Children Have Flourished

In “Help, Thanks, Wow: Three Essential Prayers,” Anne Lamott wrote…”Nothing can possibly make things okay again. And then, people and grace surround the critically injured person or the bereft family. Time passes. It’s beyond bad. But people don’t bolt. Love falls to earth, rises from the ground, pools around the afflicted. Love pulls people back to their feet. Bodies and souls are fed. Bones and lives heal. New blades of grass grow from charred soul. The sun rises. Wow.”

Many people have asked how the two adopted Ethiopian children adopted by Douglas and Kristen Barbour are doing. The little ones arrived from Ethiopia in March 2012, were removed from the Barbours by the state of Pennsylvania in October 2012, and went to a foster home. The Barbours pled “no contest” in June 2014 to abusing and endangering the children, and terminated their parental rights this summer. They were sentenced this week: probation for him and a prison term of 6-12 months for her, which she may well serve at her home, not in prison. Read more here.

The children, a boy and girl, now 8 and 3, are flourishing since being adopted by a new family that includes parents Alison and Kevin Patterson, plus 3 siblings. It’s such good news, and the only happy part of this whole miserable case.

The following information is from the Victim Impact statements Alison and Kevin submitted to the court for the Barbours’ sentencing hearing this week; the statements and the photos below are part of the public record from the sentencing.

Alison Patterson’s statement:

“E  is an athletic, intelligent and good-humored boy with a handful of close friends. He debates between a future in engineering or medicine, though sometimes he considers professional sports or the circus.

“He also struggles with his self-esteem, has some separation anxiety when parted from the other children in our family, has light scars from the sloughing of skin (“peeling like paint” was the language used to describe the condition), and has intrusive thoughts about the summer and early fall of 2012. These symptoms have decreased significantly over the past year, and he is a far different child from when he arrived, small and fearful in October 2012.

“The first day we met, E asked me which bathroom he could use. When I told him that he could use any bathroom he wished, he told me that his ‘body was unsafe for other people.’ I told him this was certainly untrue. But he believed it to his core — why would he have been kept in the bathroom in the dark if it wasn’t true?

“He feared the dark, which we corrected by using nightlights. He feared the bathroom fans so much so that he would break into a cold sweat, and we replaced them with whisper-quiet fans. He asked where he could eat, what he could eat, whether he was allowed to eat the same foods as other family members, and whether he was still allowed to use the same bathroom or eat the same food when we had guests. He could not be upstairs alone, and feared that if he went to his room unaccompanied we might forget and leave him there.

“He told us that after what had happened, he ‘[did] not know how to play with other kids anymore.’ Our other children amazed me and my husband with their intuition and with their compassion. We supervised playdates closely to promote positive peer interactions, and his post-traumatic stress disorder therapy helped him to see himself as not so alien to other people. He began to make lasting connections.

“It has been suggested that many of the behaviors observed were adoption-related, and that E was ‘troubled’ and ‘overwhelming.’ But his life in Ethiopia was no more ‘troubled’ than that of many other adopted people. While his first family could not provide for him, he was and is adored by his Ethiopian foster mother K, and her grown children W and EE.  K says that she ‘call[s] him my son’ and she misses him. EE keeps E’s picture at her own home, and thinks of him every day. I debated revealing this very private bit of information, but I hope it helps [the court] to think differently about ‘orphan.’ E has been loved by many, and he is the son of many who are proud to call him son.

“For (the daughter) R, anti-seizure medication had to be taken exactly on time to avoid seizure activity, this in a child with no seizure history prior to a traumatic brain injury in September 2012. When she arrived in our home, she had no reflexes, and she would not catch herself if she leaned while sitting. She had to learn to walk again, but we could not risk a fall. Thus, I had to be within literal arms’ reach at all times.

“But she learned to walk. And then to run. And soon, with therapy and role modeling by the children around her, to talk. She is a marvel: funny and warm-hearted.

“She also has poor impulse control, and a combination of high intelligence and the significant likelihood of permanent learning disability as a result of frontal lobe damage.Her vision has improved. Her Physical Medicine and Rehabilitation specialist is pleased by her progress, but cautions that school will be a challenge. Most of her disability will be invisible, and a private struggle.

“R is too young to speak to you about her experiences, and perhaps too young to have any speakable memory of the events. But someday she will have to come to terms with the fact that her difficult start in Ethiopia was followed by her near death in Pittsburgh. E says little these days about 2012, and he functions marvelously in a large and loving family. But he also has a lot to live with for a little person, and as loved as he is, his life will never be normal. He will not always be a PTSD patient, but he will always be a child who almost starved to death in the midst of plenty.

“E and R, like all child victims, deserve the court’s protection, as well as a sentence proportional to the harm done and permanency of the damage and reflective of society’s understanding of the value of these children’s lives.”

Kevin Patterson’s statement:

“R is exuberant. She brings life to every room that she enters, and she has a smile that lights up everyone around her. She is active and smart. She likes to take care of baby dolls, and her hugs are strong and insistent. She is impulsive and trusting, throwing herself off of a climber at the playground and into my arms – ‘You catch me!’ she said with a smile and without having considered the risks. She knows that she is adored.

“As her father, I know that someone tried to kill my little girl, and that someday I will have to help her come to terms with that knowledge.

“I want for my children what any good father would want. I want them to know that they are valuable, that their existence as people is important and meaningful. I want them to find joy in the world without feeling like it may all come crashing down at any moment. I know that, despite my love for them, I shouldn’t have them. The conditions under which they came to be my children are those of a dangerous and unjust world.

“I have done and will continue to do everything in my power to expose them to the parts of the world that are lovely and good. I ask for your (the court’s) help in that mission. I would like to, one day, be able to say to them, and show them the proof, that their lives were valued not only by our family, but by our society. Given the seriousness of the crimes committed, the lasting effects on my children, the lack of admission of guilt or even expression of remorse for the children’s pain and for all they have lost, I ask for the maximum sentence possible for the crimes to which the Barbours have pled no contest.”

Kevin and Alison shared the following thoughts with me, thanking the community, referring to Hana and Immanuel Williams, noting that no child should be abused, and that all children deserve justice:

We extend our sincere thanks to all who have expressed their love and support for the children. We are especially thankful to all those who have spoken up for our son and daughter when they could not speak for themselves and when we could not speak for them. Maureen McCauley Evans, amaseganallo (thank you in Amharic).

Hana Williams is in our hearts today, as are Immanuel and his family, and all children who have been blamed for the violence committed against them. It is worrisome that we have to assert repeatedly that it is never, ever, ever the child’s fault, but assert it we must.

Update on Trial of International Adoption Guides

Latest news, as of September 17: The trial of Mary Mooney and James Harding has been rescheduled for January 15, 2015, and it is possible there could be additional continuances. Both are out on bail at this point, and forbidden from working in adoption.

Following the February 2014 indictment by the US Department of Justice of the adoption agency International Adoption Guides, three former staff members were arrested for fraud and bribery involving Ethiopian adoptions. One staff member, Haile Mekonnen (the IAG program director in Ethiopia) remains, apparently, in Ethiopia. Of the three arrested, Alisa Bivens (IAG Ethiopian program director in the US) pled guilty and is awaiting sentencing. You can read more here.

The trial of the other two US agency staffers, Mary Mooney (IAG Executive Director) and James Harding (IAG International Programs Director), was scheduled to start tomorrow, September 16, in South Carolina District Court, but it looks like it will be rescheduled. This is not unusual in our court system, and happens for a number of reasons. Maybe the lawyers need more time, or the defendants are working on a plea agreement, or there is more evidence that needs to be shared and reviewed.

Alisa Bivens will be sentenced later this year. In the meantime, victim statements are still being accepted by the Department of Justice Victim Advocate office. I urge all families who were victims of the IAG crimes–fraudulently obtaining adoption decrees and signing off on adoption contracts, misrepresenting information about children and adoption, submitting counterfeit forms to the US State Department, and bribing Ethiopian officials–to speak up.

This is from the DOJ press release in February:

This ongoing investigation is being conducted by the Bureau of Diplomatic Security. The prosecution is being conducted by Assistant United States Attorney Jamie Schoen of the District of South Carolina and Trial Attorney John W. Borchert of the Criminal Division’s Fraud Section.”

While it is heartening that the prosecution and punishment of IAG officials are moving ahead, it is dismaying (unconscionable, horrifying, unbelievable–I’m not sure of the right word) that this even happened. So much grief, loss, and heartache for so many children and families, in the US and in Ethiopia.

Adoption agencies, adoption-related organizations, COA (the Hague accrediting entity), and others are, I hope, looking long and hard not only at the crimes allegedly committed, but also at what services have been and should be offered to all the families who were affected by this. I hope they speak up for the children and families as well, acknowledging what is at stake here and how justice might be achieved.

Given that IAG is obviously out of business, how will adoption agency professionals step up and speak out? What standards will the supporters of Children in Families First insist on? How will this affect future families placing their children and those adopting? How will governments and agencies work to ensure that adoptions are not based in fraud and corruption?

Many victims here. Please speak up.

 

Is Probation the Appropriate Punishment for Abusing Adopted Children?

Douglas and Kristen Barbour pled No Contest in June to charges of child abuse and endangerment of their adopted Ethiopian children. On September 15, they will be sentenced. Both are asking for probation. Join me and many others in sending a message to the court that probation is not appropriate punishment.

If the court decides that probation is fair, what would the message be about the value of these children? What would it say about the responsibilities of adoptive parents to care for children? What would it say to Ethiopia about how their children are treated? Who will speak out on behalf of innocent children who are abused and endangered?

The Barbours adopted two Ethiopian children, ages 5 and 1, in March 2012. They had 2 biological children who were about 3 and 5 at that time. In October 2012, Douglas and Kristen Barbour (he was a state prosecutor; she a stay-at-home mom) were arrested for assault and endangerment of the two adopted children. The little boy was hospitalized for hypothermia, had skin lesions, and was dramatically underweight. The baby girl had healing fractures and retinal hemorrhaging. After being released from the hospital, both children were removed from the Barbours’ home by the state of Pennsylvania and placed in foster care. Read more about the case here.

The Barbours were well-educated people, experienced parents, middle class, with access to many resources they chose not to use. If a stranger had broken into the Barbour home and harmed the children the way their adoptive parents did, he would be sentenced to far more than probation.

Probation is not an appropriate punishment for broken bones, endangerment, trauma, and abuse, to which the parents did not plead “Innocent.” They pled no contest. Probation sends a terrible message to the community about the value of adopted children, and of children generally.
